Overview
Shootings by federal law enforcement don’t get the same scrutiny as those by local police departments, and experts say that’s by design. The Howard Center investigated a Phoenix shooting by agents of ICE’s Homeland Security Investigations, as well as other HSI shootings nationwide. The package includes a narrative story and 11-minute documentary. Nearly 60 professional news outlets nationwide published some part of this project.
